1) Compact flo. tubes are not ten times more expensive, but they do last ten times longer than incandescent bulbs. 2) Incandescent bulbs also contain mercury. 3) The heat value in the north is more than off set by the reduced air conditioning requirements in the south. Also, the whole point, which you have completely missed, is that Flo tubes use much less electricity to produce the same amount of light when compared to incandescent lights. Quite frankly, the poor can not afford not to buy them.

Hot areas (near the equator) have more sunlight, and therefore more ultraviolet light. Dark skin blocks ultraviolet light more effectively, protecting the deeper tissue

That bothered me while watching Into The Universe With Stephen Hawking as well. I first caught the seeming fallacy when he said within 100 seconds the universe was as big as our solar system, knowing that light from the sun takes at least 8 minutes (480 seconds) to reach Earth (much less the edge of our solar system). But then when he said "by the time the cosmos was 10 minutes old, it was already thousands of light-years in diameter" I was even more shocked. However you are correct, as well as some of the others that answered this question, in realizing that if matter, space and time and the governing principals/laws behind them had not yet completely formed then those same principals/laws did not necessarily apply. Now as to how Hawking came up with those figures, I think only he could adequately answer that... the Einstein of our time, haha
