its not easier to test without power supply, all electronic device required sum voltage to drive, u can build ur own power supply, 1st check the device operating voltage, and current consumed, 2nd buy a universal transformer primary as per ur wall outlet, either 110v or 220v and secondary 1.5v to 12v 3rd transformer with diode n capacitor will convert AC to DC, 4th in the device it will be mention either center positive or negative it properly and connect using wire to on the device, NOTE > wrong voltage or polarity will damage ur device

I had same problem, installed Win10 IOT edition used it for couple hours, the next day I used a different cable (I was using my phone charger before and it was busy at the time) and PI kept rebooting over and over again. Used a different SD card, same problem.
